Professor Samuel Adams

Senior Research Fellow

Professor Samuel Adams holds a Ph.D. in Public Administration and Urban Policy with a minor in International Business from the Old Dominion University, VA-USA and a Master of Business Administration from Lincoln University, Jefferson City, MOUSA. Professor Adams is the immediate past Dean of the GIMPA School of Public Service and Governance (2014-2022). This is the same position he held briefly in an acting capacity from October 2013 to January 2014. Before that, he was the Acting Dean of the GIMPA Business School from September 2012 to September 2013 and also served as Acting Rector (Academic and Administrative Head) from September 2016 – March 2017. Prof. Adams has served and continues to serve on many national and international boards. He was a member of the United Nations Task Force on Sustainable Development Goals Curriculum Project, Country Reviewer for Ghana -Global Transparency Initiative, and Assessor for the Ghana National Accreditation Board. He is also an external examiner for many Ghanaian and international Universities. He has expertise in curriculum development. Over the years, he has developed many curricula for training executives and academic programs for undergraduate, master’s, and Ph.D. at GIMPA.

Prof. Adams is a versatile researcher with both qualitative and quantitative skills and has over 130 publications. He serves on the Editorial Boards of many local and international journals and he is also a reviewer for over 30 journals. His publications have appeared in international journals, including Energy Policy, Resources Policy, Renewable and Sustainable Energy Reviews, Journal of Policy Modeling, Economic Analysis and Policy, Climate and Development, Progress in Nuclear Energy, Journal of Cleaner Environment, Science of Total Environment, Renewable Energy, Telecommunications Policy, and Journal of Environmental Planning and Management. The Ghana Scientist and University Rankings 2023 by AD Scientific ranking ranks Professor Adams at number 23 in Ghana. He is, however, ranked Number One in Ghana and the whole of Africa in Public Administration.

Professor Philip Kofi Adom

Research Fellow

Philip Kofi Adom is a Christian and an Associate Professor of economics at the Ghana Institute of Management and Public Administration (GIMPA). He is currently a Senior Research Fellow of the Environment for Development (EfD), Sweden, Sustainable Energy Transition Initiative (SETI – Duke University/ Universidad de Concepción, in Chile). Prof. Adom is a previous Research Fellow of the City University of Hong Kong, the African Development Bank Group (AfDB), and the African Economic and Research Consortium (AERC). He holds a Ph.D. in Economics from the Swedish University of Agricultural Sciences, an MPhil in Economics (University of Ghana), and a First class BEd in Social Sciences [Economics major] (University of Cape Coast). His early years of education were at Kumasi Anglican High School (KASS) and St. Theresa’s R/C Junior High School all in Kumasi, Ghana. Prof. Adom provides consulting services on energy services, climate change, and development for the African Development Bank Group (AfDB) – Abidjan, the International Development Research Centre (IDRC) – Canada, and the Centre for Global Development (CGD) – USA. He has won research grants from the Swedish Development Agency, AfDB, IDRC, UNICEF, Research Grants Council of Hong Kong, a Startup Grant from the City University of Hong Kong, Economic Research Southern Africa (ERSA), Shell Energy Foundation, AERC, and Browaldh Foundation, Handelsbanken (Sweden) among others.

Prof. Adom is currently a member of SETI and Emission Pricing for Development (EPfD) [EfD, Sweden and Mercator Research Institute on Global Commons and Climate Change (MCC), Germany]. He is listed in the African Scientist Directory [ASSAF] (https://africanscientists.africa/business-directory/adom/) and his research is ranked among the top 5 percent of scholars in the field of Economics and Econometrics in Africa by Research

Prof. Adom has published widely on the trilogy of Energy, Environment and Development in top-tier academic journals, such as World Development, Resources and Energy Economics, The Energy Journal, Energy Economics, Energy Policy, Applied Economics, Empirical Economics, Renewable
and Sustainable Energy Reviews, Journal of Environmental Management, Renewable Energy, Water and Resource Economics, Environment and Development Economics and International Journal of Manpower amongst others. He has graduated three Ph.D. students and several other master-level students. Prof. Adom is also a philanthropist.
